Cameron’s promise of a referendum on the EU is a sham – he has already stated that he will not honour an OUT vote in any EU referendum.
El Pais has the interview in the link below (in Spanish unfortunately) where Cameron basically states to the Spanish interviewer that he would not be willing to leave the European Union even if a referendum was overwhelmingly in favour of Britain leaving the Eu
” “Today, I will give this cast-iron guarantee: If I become PM a Conservative government will hold a referendum on any EU treaty that emerges from these negotiations. No treaty should be ratified without consulting the British people in a referendum.”
If serious, he could order a referendum for January or February 2014. If LibDems object then say he will call an election, which would in effect be a referendum on Europe.
2017 is too far away, and may as well be never.
Cameron is a slippery salesman – don’t fall for his tricks.
